The International Football Association Board during an extraordinary meeting and following numerous discussions have come to the conclusion that refereeing needs some critical amendments which will benefit both the players, and officials.

The changes which will take effect from July 1, 2025 are as follows,

Goalkeeper Time-Wasting Rule

Goalkeepers holding the ball for more than eight (8) seconds will now concede a corner kick to the opposing team.

Captain-Referee Communicating

Only the team captain will be allowed to approach the referee either to get clarifications, appeal for a penalty or question a decision they object to.

Dropped Ball Procedure

When play is stopped outside the penalty area, the ball will be dropped for the team that clearly had or would have gained possession

Outside Interference

If a substitute, team official, or player off the field unintentionally touches the ball as it leaves play, the restart will be an indirect free kick instead of disciplinary action.

VAR (Video Assistance Referee) Announcements

Referees may now announce decisions after a VAR check to improve transparency.

Assistant Referee Positioning

During penalty kicks, assistant referees should position themselves in line with the penalty mark, as it serves as the offside line.

Referee Body Cameras

FIFA will test body cameras on referees in competitions like the FIFA Club World Cup 2025 to improve player behaviour and provide training material.
